The President's Academic Council discussed free movement of labour

The President of the Republic today with his Academic Council discussed reasons and possibilities for the free movement of labour as well as other problems related to it.

Associate Professor Dr. Raul Eamets, Head of the Chair of Economic Theory at the Tartu University, delivered a talk entitled "The Free Movement of Labour and the Estonian Labour Market: a Problem, a Chance or an Inevitability?" Doctor Eamets noted that an analysis of the hitherto free movement of labour enabled to presume that there was no large-scale movement of labour to be expected within the European Union. He added that the main problem for Estonia would be how to guarantee reproduction of indispensable workforce in a situation where our population was in decline.

Associate Professor Dr. Kaia Philips from the Chair of Statistics at the Tartu University, based on a survey carried out among the population of Estonia by Saar Poll in 2000 and 2003, provided an overview of the intentions of Estonian working-age population to work in the EU countries and of the recent changes in their intentions. The results of the survey had shown that by 2003 in most population groups the number of people keen to work abroad had decreased.
