We, the authorized representatives of the Parties to this Memorandum,
Bearing in mind the spirit of the Constitution of the Republic of Estonia; Recognizing the need to guarantee the vitality and survival of the Estonian nationality and culture; Desiring to strengthen and develop the Estonian state for the well-being of all its residents; Convinced of the necessity to direct the development of Estonia, more than so far, towards long-term goals,
Have resolved to work out and to conclude a national agreement concerning the following areas crucial to Estonia's enduring development:
· Estonia's social environment; · Culture, education, research and development; · Economic environment; · Cohesion between the state observing the principles of rule of law and civil society.
The purpose of the national agreement is a concerted determination of our tasks and solutions, in order to:
- Launch a long-term population and health policy; - Ensure that a growing proportion of our GNP be allocated for funding culture, education, research and development; - Guarantee both in town and in the country an economic environment ensuring an increase of the GNP, grounded on the balance of interests of employers and employees, and strengthening social cohesion; - Create through introducing for at least five years basic proportions of the state budget the continuity needed for the achievement of Estonia's development goals; - Specify the roles of the central authorities, local governments and civil associations in ensuring Estonia's sustainability.
The Parties to the Memorandum, proceeding from their goodwill and democratic political culture, undertake through their representatives to take part in the social dialogue preparing the agreement. The Signatories acknowledge the importance of the programme documents already on the anvil (National Development Programme - a Uniform Programme Document, Strategy for Sustainable Development etc.) and propose to base their finalization on the content of the national agreement.
The Signatories are convinced of the necessity to start as early as in 2003 working out a new middle term national development plan taking account of Estonia's national interests, development goals, and of our preparations for joining the European Union.
The Parties to the Memorandum are convinced of the necessity to conclude the national agreement within 2003 in order to attain that the priorities dealt with in the agreement be reflected already in the state budget for 2004.
