Your Excellency,
Mr Ambassador,

I am delighted to welcome you as the first Ambassador of the Federal Republic of Yugoslavia to Estonia.

The diplomatic relations between Estonia and Yugoslavia are still rather fresh. But within a little more than a year, we have succeeded in laying the foundations of our pleasing co-operation that helps us in our similar aspirations.

Over the last years, Yugoslavia has made significant progress towards democracy and I am pleased to note that you are going on with your reforms. Estonia is following the developments in Yugoslavia with great interest and welcomes the conclusion of an agreement between Serbia and Montenegro, which constitutes an essential thrust in the context of European integration.

Estonia is supporting institutional and macroeconomic reforms in Yugoslavia to the best of her ability, and offers to impart our knowledge gained through relevant practice. Our first joint project in this field - training civil servants - was a success and, as I hope, will be continued shortly.

Last week, the first agreement between Estonia and Yugoslavia was signed. Let us hope, that our co-operation in the field of culture, education and sports will open the way for more extensive contacts between our two countries. With this I have in mind, in the first place, the development of economic and trade relations, which also has to be preceded by an agreement.

Mr Ambassador,

Estonia, together with the rest of European countries, is firmly supporting Yugoslavia in her efforts to build up modern democratic society. We also endeavour to conduce to it while developing our fruitful bilateral relationship. With a view to this, I am also banking on your personal contribution.

Please, accept my heartfelt wishes for the success of your mission promoting the relations between our countries and peoples.
