The National Defence Council discussed matters related to dangerous goods and the Defence Forces’ development plan06.06.2006
The National Defence Council assembled today at Kadriorg under the chairmanship of President Rüütel to discuss matters related to dangerous goods and their transport, as well as the implementation of the “Structure and Development Plan of the Defence Forces 2010”, which is the underlying document for the development of national military defence.
Mati Raidma, Director General of the Estonian Rescue Board, gave an overview of the threats connected with the transport of dangerous goods and the response to dangerous situations. Allar Jõks, Chancellor of Justice introduced the legal regulations covering the transport of dangerous goods.
The National Defence Council concluded that the issues connected with the transport of dangerous goods and hazardous substances are very important and therefore, besides supervision and preparedness to respond to accidents, it is necessary to review also the legal regulatory base.
Defence Minister Jürgen Ligi and Chief of the Defence Forces Vice Admiral Tarmo Kõuts gave an overview of the implementation of “Structure and Development Plan of the Defence Forces 2010”, which is the underlying document for the development of national military defence. The National Defence Council concluded that in general the fulfilment of tasks has proceeded successfully. Certain delay in the development of infrastructure and polygons was brought out as the main problem, but nevertheless it was concluded that the preparations for the operational structure prescribed in the development plan have to be carried out according to the given timetable.
The National Defence Council is an advisory body to the President of the Republic who is the supreme commander of national defence. The members of the Council are the Chairman of the Riigikogu, the Prime Minister, the Chairman of the National Defence Committee of the Riigikogu, the Chairman of the Foreign Affairs Committee of the Riigikogu, the Minister of Foreign Affairs, the Minister of Defence, the Minister of Finance, the Minister of Internal Affairs, the Minister of Justice and the Chief of the Defence Forces.
