The President of the Republic met with representatives of the Riigikogu factions

President Rüütel met before noon today at Kadriorg with Enn Eesmaa, Chairman of the Foreign Affairs Committee of the Riigikogu and Urmas Reinsalu, Chairman of the Constitutional Committee of the Riigikogu. In the afternoon, the President of the Republic met with representatives of the Riigikogu factions. The meetings focused on the Foreign Relations Act that the President had refused to sign into law and its nonconformity to the Constitution.

Andres Herkel, Chairman of Pro Patria Union faction; Vladimir Velman, Vice-Chairman of Estonian Centre Party faction; Jaanus Männik, Chairman of Estonian People’s Union faction; Ivari Padar, Chairman of Social Democratic Party faction; Jaanus Tamkivi, Chairman of Estonian Reform party faction, and Olav Aarna, representative of Res Publica faction participated in the afternoon meeting.

On May 23, President Rüütel decided not to sign into law the Foreign Relations Act that the Riigikogu had passed on May 3, 2006. In his decision, the President of the Republic pointed out that he considers it necessary that the Act passed on May 3, 2006 has to be deliberated and passed again by the Riigikogu, and that it has to be brought into conformity with the Constitution of the Republic of Estonia.
