In his greeting address, the Head of State said that in a situation where we have to admit that a crisis of values is deepening, the universities have to fulfil a very responsible role. ''Young educated people who are capable to orient in social and cultural matters and thus directly or indirectly design the society's perceptions, will step into their life from here. There is no reason to doubt that Tallinn University together with other educational institutions wants and is capable to bear that responsibility,'' the President of the Republic said.

President Rüütel commended the activities of Tallinn University as a learning and research institution that analyses and seeks solutions to problems that determine Estonia’s development. Talking about the university's historical role in shaping Estonia's intellectuals, the President of the Republic expressed hope that teachers training would be a trademark of Tallinn University also in the future.

The President of the Republic thanked the previous rector, Mati Heidmets, for his fruitful work in building up the university, and wished the new rector strength to carry out his challenging tasks.
