The President of the Republic opened the plenary meeting of the Days of Estonian Cities and Rural Municipalities16.02.2006
The President of the Republic today, at the Conference Centre of Sokos Viru Hotel, opened the plenary meeting, which took place within the framework of the Days of Estonian Cities and Rural Municipalities.
In his opening address, President Rüütel noted that local government formed the most important guarantee for the existence of democratic social order. ''The development of society has widened and diversified the dimension of local life issues that are under the jurisdiction of local governments. At the same time, the acceleration of society's development will be guaranteed by successful solution of issues related to education, social welfare, health care, population and social security. Those issues belong to the areas where acceptable for citizens solutions either increase or decrease the citizens’ confidence in their state,'' the Head of State said.
President Rüütel underlined the importance of responsibilities the local governments and politicians have. ''After all, the strength of the basis for social order determines what kind of goals we can set for further development of our state and how realistic is the prospect for achieving them,'' the President of the Republic said.
The Head of State noted that during the meetings with local authorities one of the traditional keywords has been ''cooperation'', cooperation between the units of local government, between associations of local governments as well as between local government and the state.
''We have to recognise that seeking new ways for cooperation and developing existing cooperation in all those areas continues to be a topical issue also today. At the same time, assessing the cooperation that we have had so far, we can say that as a result of cooperation it has been possible to launch several significant projects and to do many important things. Smooth cooperation between nation-wide associations of local authorities has made local government a serious partner that is capable to represent local interests and negotiate with the state,'' President Rüütel said.
The President of the Republic added that local governments in Estonia have accumulated considerable experience from the process of restoring our independence and reinforcing it during the last fifteen years. This experience might give support to the states that have chosen democratic path of development and is a unique addition to the shared values of European local government.
