The President of the Republic met with the Chancellor of Justice

President Rüütel today at Kadriorg met with Chancellor of Justice Allar Jõks to discuss issues related to Estonian legislative drafting.

The President of the Republic supported the opinion expressed by the Chancellor of Justice that the provisions of the Political Parties Act do not ensure efficient supervision of political parties financing and therefore it is necessary to create additional control mechanisms that would guarantee the compliance with democratic principles set out in § 10 of the Constitution. It was stressed that it is important to regulate the supervision of political parties financing before the next Riigikogu elections due to be held in the spring of 2007.

It was concluded that taking into account Estonian political culture and democratic development it is necessary to further contemplate whether it is reasonable to lift the restrictions on party membership of judges, prosecutors, police and border guard officials, Chancellor of Justice and Auditor General starting from 2008. The Head of Estonian State noted that politicising of government officials, especially law enforcement officials is a dangerous trend that could lessen the confidence of people in honest and fair governing and administration of justice.

The President of the Republic and the Chancellor of Justice were also concerned about a widespread trend in legislative drafting towards centralisation by strengthening the central administration and diminishing the jurisdiction of constitutional institutions.
