The President of the Republic attended the annual meeting of the Public Understanding Forum

President Arnold Rüütel today in Tallinn attended the annual meeting of the Public Understanding Forum.

In his greeting address, the President of the Republic recalled the time when the Public Understanding Agreement was born. According to the Head of the State, understanding between the parties to the agreement achieved at that time, showed that there were goals in the development of the state and the society that could not be achieved without reaching broad-based agreements. "The achievement of those goals requires consistent policy, which could not be reversed due to government changes or re-election of the Riigikogu," president Rüütel emphasised.

"The decisions concerning the well-being and feeling of security of people require going in-depth and good reasoning, and thorough deliberations by all interested parties. When the decision has been taken, it is necessary to carry it into effect without any further delay," president Rüütel said.

"At the time when Estonia is looking for its new identity and guarantees of sustainability, the process of public understanding is indispensable. This process provides opportunities for participation democracy and discussions that carry on the development of the society. Here we can find also an alternative for time and space limited coalitions and the temporary agreements substantiating their activities. The forum provides an institutional framework for working out strategies that are supra parties. A politically independent forum will serve the interests of the whole nation," the President of the Republic pointed out.

The Head of the State thanked the participants of the forum for the commitment to their mission, and wished them another successful year in the public understanding process.
