The President of the Republic met with the Constitutional Committee of the Riigikogu

President Rüütel today at Kadriorg met with the Constitutional Committee of the Riigikogu. The meeting took place at the request of the Constitutional Committee, and was attended also by members of the President's Committee of Legal Experts Kalle Merusk and Arno Almann.

At the meeting, the President of the Republic said that he was continually supporting direct presidential elections as that provided to the people an additional opportunity to exercise the supreme power. The Head of the State emphasized also that the legalization of direct election of the President of the Republic would be a conceptual amendment of the Constitution, and that the deliberation and decision making on that topic in the Riigikogu required that the party factions were above the real politic related dissension. ''When legalizing direct presidential election, our goal has to be protection of fundamental democratic values,'' President Rüütel said.

Commenting on the dispute about the Minister of Justice evoked by disagreement with the proposed indicators of the fight against corruption, the President of the Republic said: ''Decisions made about this issue have to be based on the principles of rule of law underlying the democratic organization of society.''

Referring to the legislative proceedings of the bill on amendments to the State Flag Act in the Riigikogu, President Rüütel accentuated: ''I consider it important that we honour the most significant anniversaries of our State's history - the Independence Day in February, the Victory day in June and the Day of Restoration of Independence in August. These are the days that deserve to be evermore in the centre of attention of the whole nation.''
