President Arnold Rüütel today, at Hotel Radisson SAS in Tallinn, opened the Estonia's Successful Development Forum, which has been organised by business paper Äripäev already the fifth time.

But in order to maintain a rapid and stable economic growth it is necessary to continuously enhance the quality of production factors - labour force, capital and technologies, and to develop up-to-date institutions. Unfortunately, I see here several problems", said the Head of State.

President Rüütel admitted that in about ten years the labour force in Estonia would start to decrease, first of all because of a low natural population increase, while at the same time we are threatened by the outflow of labour force. "Again we see how important is Estonia's steady and open development: in order to offer possibilities of self-realization to people who are top specialists in their area, we need a strong bases at home and a good international cooperation network", said the Head of State.
