The National Defence Council discussed security risks affecting Estonia and the state's capability of risk management

The National Defence Council today convened at the General Staff of the Defence Forces to discuss security risks, which could affect Estonia and also issues related with terrorism.

At the meeting of the National Defence Council, chaired by President Rüütel, General Director of Security Police Aldis Alus gave an overview of the general security situation.

In his presentation, Minister of Internal Affairs Margus Leivo talked about the state's capability of risk management. Minister Leivo noted that in today's world the security of the state and safety of its people does not start on the Estonian state border; it is influenced by global security environment. As a result of this it is necessary to be more proactive when compiling threat scenarios and planning activities. This also brings about a need to have flexibility in changing the goals, activities and structure of responsible authorities, and at the same time, to strengthen civil-military cooperation between the ministries, in order to use the existing, as well as planned possibilities efficiently.

The National Defence Council is an advisory body to the President of the Republic who is the Supreme Commander of national defence. The members of the Council are: the Chairman of the Riigikogu, the Prime Minister, the Chairman of the National Defence Committee of the Riigikogu, the Chairman of the Foreign Affairs Committee of the Riigikogu, the Minister of Foreign Affairs, the Minister of Defence, the Minister of Finance, the Minister of Internal Affairs, the Minister of Justice and the Commander of the Defence Forces.
