On the President's Academic Council

The President's Academic Council under the chairmanship of President Rüütel met today at Kadriorg.

First, the Academic Council heard and discussed a presentation on social safety and internal security in Estonia given by Iris Pettai, Head of the Department of Sociological Studies at the Estonian Open Society Institute, and Professor Eduard Raska, Chairman of the Committee on Internal and National Security.

As a result of the discussion, the Academic Council concluded that, in parallel with economic success achieved in developing the Estonian statehood and society, our level of social safety and internal security had fallen to a dangerous low.

The Academic Council recommended that the President of the Republic called on the Riigikogu and the Government of the Republic for innovative initiatives to raise the level of social safety and internal security, in the first place, through improving the administrative capacity of the state's institutional structure, but in a longer perspective, through increasing social cohesion.

They also deemed it necessary that scientific research be promoted in order to adequately assess the state of social safety and internal security as well as the factors influencing them, to understand problems emerging in the given areas and to work out feasible options for solving them. The Academic Council decided to regard corresponding research work as a high-priority direction in our national science and political structure, which helps to ensure the sustainability of Estonian society.
