The President of the Republic met the Auditor General

President Rüütel today at Kadriorg met Auditor General Mihkel Oviir to discuss with him the issues connected with the emergency stocks of the state, the general situation at government agencies and the intended extension of auditing powers of the State Audit Office over local governments.

The President of the Republic in his capacity as Supreme Commander of National Defence advised the Auditor General of his intention to discuss the issue of rearrangement of national stockpiles at a meeting of the National Defence Council.

The Auditor General informed the President of the Republic of intended law amendments to extend as of 2005 the auditing powers of the State Audit Office in such a way that also the legitimacy of local government activities could be examined. According to Mihkle Oviir, the State Audit Office at present in respect of local governments was able to audit only the usage of public immovable and movable property in their possession as well as of state budget appropriations and supports and of funds assigned for the performance of state functions.

The Auditor General stressed that the State Audit Office in no way would prejudice the autonomy of local governments but give an unbiased assessment of possible problems. In Mihkel Oviir's estimation, the State Audit Office's proposals and know-how would just help local government to ensure, better than so far, that the taxpayer's money were spent in a most targeted and transparent way.

The President of the Republic and the Auditor General also exchanged views on the usage of EU funds and the implementation of our commitments taken in connection with these funds, notably in the context of the administrative capability of local governments.
