The President of the Republic refused to promulgate amendments to the European Parliament Election Act

The President of the Republic today at Kadriorg signed a resolution not to promulgate, based on § 107 of the Constitution of the Republic of Estonia, the Act on Amendments to the European Parliament Election Act passed by the Riigikogu on February 11.

President Rüütel noted in his resolution that he deemed it necessary that the Riigikogu debated and decided anew the Act on Amendments to the European Parliament Election Act passed on February 11.

"§ 9 of the Act on Amendments to the European Parliament Election Act amends § 61 (2) of the European Parliament Election Act so as to rearrange the candidate list of a political party according to the votes cast in favour of each of the candidates. It is true that such an amendment would create legal basis for considering the people's will but it would not instil in voters certainty that the candidate they have preferred would also in practice represent them in the European Parliament. I believe that the European Parliament election, which creates possibilities to take part in shaping the future of Europe, is a serious challenge to both politicians and the people. Therefore, I think that the procedure of electing the people's representatives to the European Parliament should be clear, understandable to everyone and ensure the realization of the people's will," the resolution of the President of the Republic runs.
