The President of the Republic spoke at an international conference on fighting terrorism22.09.2003
President Rüütel today in New York participated in the international conference "Fighting Terrorism for Humanity" organised by the Government of Norway and the International Peace Academy.
The President of the Republic in his speech expanded on the following three aspects playing an important role in efforts to fight terrorism: defence of strategic infrastructure and personnel, improvement of international cooperation and need for a deeper analysis of terrorism as a socio-political phenomenon.
President Rüütel found that, apart from military operations, more attention should be paid to research into socio-political causes of terrorism and solution of specific problems.
According to the President of the Republic, it was necessary to differentiate between various forms and kinds of terrorism, and to examine in detail the causes having engendered them, because fighting terrorism should start from prevention of and remedy for its causes.
