The President of the Republic acknowledged the work of the authors of the draft national agreement
06.08.2003

President Arnold Rüütel this morning at Kadriorg met with Board Members of the Public Understanding Foundation who presented to the Head of State a draft of our national agreement and its basic conception.

The authors of the draft regard it as Estonia’s main development goal that, by 2015, at least twofold increase in living standards along with substantial reduction in social inequality were reached. For this purpose, the aforementioned documents highlight need to create all over Estonia an environment offering families a sense of security and supporting the development of child, to value in society education and to guarantee everyone – in accordance with one’s abilities - its availability, to ensure economic development conducive to society etc.

President Rüütel as initiator of the agreement acknowledged the great work the Foundation, Commissions of the President’s Academic Council, University Rectors, expert groups and many other volunteer experts had done in order to work out basic documents of the national agreement.

According to the President, the people of Estonia were very much interested in and expected the national agreement to be concluded, for they had heard different promises in abundance but not too often seen them to be fulfilled. The Head of State emphasized the need to approach the development of society as interplay between all essential factors and to involve in discussions on the agreement as big a proportion of our society as possible. “By that, a process leading to real civil society should start,” the Head of State noted.

The Board Members of the Foundation, too, emphasized that an ongoing process, during which the concluded agreement would be supplemented by interim goals of the development of society and measures to reach them, had been initiated.

In order to provoke a broad discussion and to receive proposals, the Public Understanding Foundation in the next few days will put onto its home page at www.lepe.ee a thorough overview of the basic conception of the national agreement and a condensed draft of the agreement.
