The President of the Republic met with the Constitutional Committee
29.05.2003

The President of the Republic today at Kadriorg met with Members of the Constitutional Committee of the Riigikogu to discuss with them amending constitution, preparations for the pending referendum and other vital issues relating to constitutional law.

The Chairman of the Constitutional Committee, Urmas Reinsalu, acquainted the President of the Republic with the directions of the committee's work, attaching importance first of all to revising and updating the constitution and the acts concerning powers of the central and local government.

The participants of the meeting exchanged ideas on the need to amend the constitution and the extent of possible amendments. The Head of State supported direct election of the President and shared the view of the majority of Committee Members that joining the offices of Prime Minister and Head of State would excessively strengthen the executive power.

The President and Parliamentarians agreed that amending the constitution should be preceded by consensus among the people and political parties.

President Rüütel deemed it important that the role of the Riigikogu in preparing for the EU referendum and explaining its legal aspects be enhanced.

The President of the Republic advised the committee of the goals of our national agreement and expressed desire that the Riigikogu identified resources and possibilities to achieve them.
