The President of the Republic met the Legal Chancellor

President Arnold Rüütel this afternoon at Kadriorg met the Legal Chancellor, Allar Jõks, who gave the Head of State an overview of his priority plan for 2003.

As emphasized by Allar Jõks, the Legal Chancellor in the present year centres on guaranteeing the fundamental social rights of Estonia's residents and on protecting the rights of children. The President acknowledged the above priorities and promised to give his support in putting them into practise.

At the meeting, among other topics, the upcoming election was under discussion. Both the President and the Legal Chancellor deemed it vital that the Election Act be observed and the election campaign be carried out in a correct and balanced manner. The Head of State voiced hope that a matter-of-fact discussion about Estonia's development directions would leave no room for promises without legal and financial backing which only would mislead voters. In Legal Chancellor's view, it was necessary to make on election advertising the same kind of demands like those applying to other kinds of advertising, i.e. advertising should be neither misleading nor disrespectful to contestants.

In the course of their conversation, the President and the Legal Chancellor touched also upon the necessity to ensure that the principle of separation of powers be followed. At the same time they noted that the situation was blurred by a gradual delegation of the Parliament's responsibilities to the Government.
