The President of the Republic advised the Chairman of the Riigikogu of inconsistencies in legal acts

President Arnold Rüütel sent the Chairman of the Riigikogu, Toomas Savi, a letter pointing out that there were inconsistencies in effective legal acts which did not permit him to meet the deadline, 19 November 2002, for proposing a candidate for Auditor General to the Riigikogu.

Pursuant to § 20, subsection 3, of the Working Procedures of the President of the Republic Act, the Head of State shall, in case of an early termination of Auditor General's authority, make to the Riigikogu a proposal to appoint to office a new Auditor General within 30 working days as of the early termination of the authority of the given office-bearer. However, in accordance with §18 of the State Audit Office Act, a candidate for the office of Auditor General shall pass a security check, the results of which the Security Police Board shall present to the President of the Republic as late as within three months from the receipt of the documents submitted to them.

The President informed the Chairman of the Riigikogu that he would propose the candidate for Auditor General immediately after receiving from the Security Police Board the results of the check.
