The President of the Republic met with the Prime Minister

President Arnold Rüütel today at Kadriorg during a traditional working Wednesday-lunch discussed with Prime Minister Siim Kallas issues of Estonia's international communication.

The Head of State deemed it to be of utmost importance that Estonia's international communication be carried out in line with international law and pursuant to the Constitution and other laws regulating the given sphere. The President also deemed it necessary that consultations concerning foreign policy issues be intensified between our constitutional institutions.

At the meeting, also the way of representing Estonia at the NATO Prague Summit in November, where the majority of the candidate countries will be represented by Presidents, was under discussion. Considering the desire of Prime Minister Kallas, President Rüütel suggested to him that he lead the Estonian delegation at the Prague Summit.

President Rüütel took interest in the progress of drawing up the state budget for the next year and regretted that, this time, it had not been possible to follow our general principle of balanced budget. The Head of State expressed hope that the Parliament during further proceedings still would succeed in balancing the budget for 2003.

The President also informed the Head of Government of his meetings during his state visit to the Republic of Hungary and of the Hungarian Prime Minister`s wish to build closer contacts with the Government of Estonia.
