The President of the Republic met representatives of the Council of Rectors of Private Universities
26.08.2002

President Arnold Rüütel late this afternoon at Kadriorg met the members of the Council of Rectors of Private Universities: Ene Grauberg, Mart Susi and Olav Aarna.

At their meeting, the meaning of education changing in today's world of information technology and globalization was under discussion. The present time just requires masses to have higher education, and therefore, the great number of young people aspiring to be admitted to institutions of higher learning and studying there is only natural. In developed countries, more than 70 per cent of the secondary school leavers continue their studies at institutions of higher education. Estonia's education system should take account of this paradigmatical change as well.
And so the key issue of the meeting was the position of education in our new national pact being prepared. The rectors of private universities suggested a transition from the present financing policy centred on universities to a state financing system centred on students.

The Head of State supported the point of view that educational issues as a whole, including higher education, should be submitted for discussion to the Riigikogu already in the near future.
