The President of the Republic about a new national pact
18.06.2002

At President Rüütel's conference today with the chairmen of the commissions formed by the President's Academic Council, it was noted that the idea to reach a new national pact in Estonia was gaining more and more supporters.

The President has emphasized the need for such a pact already in his inaugural speech, and during the period of more than half a year passed since then also working groups established by other institutions have set themselves analogous goals. The today's conference was in accord over the advisability of joining efforts in order to achieve consensus on development scenarios and decisions concerning important issues of our society. The Head of State pointed anew to the corresponding experience of Ireland, the Netherlands and Sweden, and stressed that the more co-operation we had, the more likely we reached our common goal.

At the conference, the possible objects, participants and scheduling of the pact were under discussion as well. As noted by the Chairman of the Commission on Internal Security, Professor Eduard Raska, a pact like this would gain even more in importance after Estonia would have joined the European Union. The Chairman of the Commission on Science and Education, Professor Andres Keevallik, underscored that this national pact was not a project limited in time but a continuing process.

By the beginning of August, proposals of the commissions concerning priorities supposed to be regulated by the pact encompassing whole society, will be submitted to the President. Thereafter, the President's Academic Council will meet in order to give the President their recommendations.
