The President of the Republic met with the Prime Minister
19.06.2002

President Arnold Rüütel today at Kadriorg during his traditional working Wednesday-lunch with Prime Minister Siim Kallas returned, as already many times before, to the necessity to guarantee effective control of the Estonian border.

As emphasized by the President, Estonia was capable of making a contribution to disrupting the international terrorism and organized crime only if effectively controlling its border. In addition, Estonia had to prepare for a new situation where its eastern border had become part of the external border of the European Union. According to the President, meeting these responsible tasks could prove to be successful only if the border control functioned on the basis of European Union`s uniform standards and funding.

At the today's meeting, the need for a new national pact and possible ways to reach it were under discussion once again. The Head of State and the Prime Minister shared the view that attempts might be made to harness the process of seeking the pact for the purpose of raising political capital. By contrast, the President's Academic Council and the commissions working with them, which also take part in shaping the national pact, would - as strictly apolitical bodies – stick to a scientific approach.

During his conversation with the Prime Minister the President also broached a letter sent to both of them by the Auditor General, Juhan Parts, informing of what happened at the Cabinet meeting on June 11. The Prime Minister said that he wished the differences between ministries and the State Audit Office to be settled by themselves, but there were no disagreements between the Government and the State Audit Office.
