The National Defence Council held a session

With the President of the Republic chairing, today at Kadriorg a session of the National Defence Council took place where a situation report of the President' National Security Counsellor, Major Leo Kunnas, on the national defence was heard.

As the second item, the National Defence Council discussed the high death rate in the Defence Forces. President Arnold Rüütel deemed it necessary to take more severe measures in respect of the superiors who, in the peace time, fail to preserve life of their subordinates. The Head of State drew the attention of the leaders of the Defence Forces, the National Defence League, the Border Guard and the Rescue Board to the necessity to do their utmost to improve the moral atmosphere and internal climate among their subordinates, to prevent suicides and irregular behaviour, as well as to intensify checks on service safety.
