The President of the Republic sent a letter to the Prime Minister

President Arnold Rüütel today sent Prime Minister Siim Kallas a letter presenting his observations made during his inspection tour of the Estonian border.

In his letter the President outlines the problems with guarding the eastern border of Estonia – the future external border of the European Union – and with possibilities of the Border Guard to fulfil its tasks. In estimation of the Head of State, problems can be found in developing the infrastucture of the border, first of all, in completing the buildings of the border stations and the frontier installations. In addition, the Border Guard has to perform its tasks understaffed by nearly a third and their equipment outdated to a large extent. All this has a negative impact on the motivation of the Border Guard officials.

President Arnold Rüütel inspected the eastern and south-eastern border of Estonia on May 6-8 and briefed the Prime Minister on the situation existing there already at their meeting on May 15. The Prime Minister then assured that the Government intended to allocate funds for refurbishing the border guard stations, and that the Government also would take into account the rest of President's propositions.
