The President of the Republic presented Arvo Kuddo with IV Class Order of the National Coat of Arms

President Arnold Rüütel today at the Kadriorg Presidential Palace, in compliance with his resolution of February 4, 2002, presented Arvo Kuddo with a IV Class Order of the National Coat of Arms.

In the years 1990-1992, Arvo Kuddo was Minister of Social Affairs in Edgar Savisaar's Government and Minister of Labour in Tiit Vähi's Government. At present, demographer Kuddo is working for the World Bank.

Professor Arvo Kuddo told the President about the research work "Efficiency of social benefits and their impact on labour supply" carried out in Estonia, and dealing with distribution of social benefits and the poverty line identified on the basis of households' different incomes. The research established that 15 % of families in Estonia are living in poverty. Kuddo called the situation, where poverty reproduces poverty, meaning that it is extremely hard for children from poor families to get out of the social group their parents belong to, a dangerous tendency. At the same time, Professor Kuddo assured that the social research carried out in this field at present corresponded with international standards and was an essential precondition for making right socio-political decisions for the future.

The President of the Republic thanked Professor Arvo Kuddo for his work done, and wished him strength and stamina in his present responsible work at the World Bank.
