The President of the Republic promulgated the Election Act

President Arnold Rüütel this afternoon promulgated the Local Government Council Election Act.

Before promulgating this act President Arnold Rüütel consulted with representatives both of the political parties represented in the Riigikogu and of the local governments, which will be affected most by the new law.

All parties to the consultations admitted the act being a natural sequel to those political processes, which have characterized Estonia during its restored independence. On the other hand, there were also opinions that the new law could come into effect as late as 2005, with that enabling to better prepare for the transition to the renewed electoral system. At the same time, the large majority of the local government leaders having assembled with the President of the Republic yesterday have already joined political parties and this process is deepening among the members of the local government councils. The act, that was adopted by a large majority of votes in the Riigikogu on March 27, 2002, will strengthen in Estonia the representative democracy characterizing nearly all parlamentarian states.

President Arnold Rüütel noted that growth of cohesion within society was an essential condition of reaching consensus on issues crucial for the Estonian state and people and, at the same time, it would increase responsibility for the decisions made. "It is to be hoped that also the third sector will strengthen in Estonia, becoming an important partner in forming shared decisions," the Head of State said.
