The President of the Republic conferred decorations

President Arnold Rüütel yesterday at Kadriorg signed a resolution on conferring state decorations. On the occasion of his state visit to the Kingdom of Norway, the President will confer 45 honours of Estonia.

According to the diplomatic traditions, in the course of a state visit an exchange of decorations takes place, the extent of which is agreed upon in advance. There are state visits, in the course of which only the heads of state exchange decorations, i.e. the guest presents the host head of state with the highest honour of his country – pursuant to the Estonian State Decorations Act the Chain of the Cross of St. Mary's Land – and the host presents the visiting head of state with the highest honour of his country.

Quite often, in the course of a state visit so-called extended exchange of decorations takes place. In this case, the guest awards twice or triple the number of decorations the host does. Provided that the state visit is the highest form of relations between states, the exchange of decorations in the course of the visit is the manifestation of mutual homage between the two states concerned.

On his state visit to Norway, President Rüütel will confer I Class Orders of the Cross of St. Mary's Land on Crown Prince Håkon, Crown Princess Mette Marit, Prime Minister Kjell Magne Bondevik, Ambassador to Estonia Per Kristian Pedersen and other Norwegian statesmen. The President also will confer Orders of the White Star and of the Cross of the Eagle.
