The President of the Republic conferred the rank of Vice Admiral on Tarmo Kõuts21.02.2002
President Arnold Rüütel signed the order to confer the military rank of Vice Admiral on Tarmo Kõuts, the Commander of the Defence Forces, on February 20.
On the proposal of the Commander of the Defence Forces, the President conferred 139 military ranks also on other officers of the Estonian Defence Forces.
