The President of the Republic had a meeting with the National Defence Committee of the Riigikogu
23.10.2001

President Arnold Rüütel had a meeting with the members of the National Defence Committee at Kadriorg this afternoon.

On the meeting it was discussed whether changes in international security situation give reasons to amend the security concepts of the Republic of Estonia. The President heard the positions of the members of the National Defence Committee. It was stated that in general, the document is of very good quality, but considering the situation today, the defence of civilian objects should receive much more attention equal to that given to the threat of war.

The members of the Committee were of the opinion that Estonia’s activities should not focus on Estonia only; international co-operation is important, as well as harmonising our activities with Latvia and Lithuania and the Nordic Countries.

Also the principle of total defence in the national defence of Estonia, which has been established in the basic documents of Estonian national defence, but has not yet become a reality, was discussed. Estonian citizens should know that total defence does not only mean the defence of the state, but also the need for everyone to defend his home.
