The President of the Republic met with county governors

President Arnold Rüütel today at Kadriorg had a customary summer meeting with county governors. During the working lunch, the participants focused on the issues of Estonia’s development and improvement of regional governance.

The county governors found unanimously that the ongoing tendency for the ministry-based governance and centralization of public functions in Estonia deepened the uneven regional development and population’s alienation from the state. They noted that the changes designed should not become reforms for reforms’ sake only but be targeted at the improvement of people’s living conditions and service to the people.

The Head of State favoured this kind of approach, as well as the view that performance of tasks at each governance level should be ensured by its own revenue base. The President and county governors were also of one accord that the relationship between central and local authorities was one of the essential aspects of our national agreement.

And so, the Head of State subsequently gave the county governors an overview of how the process of drafting the national agreement was proceeding and asked them to actively take part in elaborating the agreement. The county governors voiced support for the President’s idea to erect a monument commemorating the freedom fight of the Estonian people.
