Commission of the President's Academic Council discussed possible directions of reorganization of regional governance
On 15 May 2003, the Commission on the Development of Public Administration and Local Government of the President's Academic Council held its regular meeting where Minister Jaan Õunapuu presented possible directions of reorganization of regional governance, to be more precise, four models of regional governance drawn up by the Ministry of Internal Affairs. Members of the committee made proposals and suggested two modified models. They also noted that the present trend of public administration moving towards the strengthening of functional governance did not comply with tendencies in Europe and the European Union, and needed to be cardinally changed.
