The President of the Republic proposed an extraordinary session of the Riigikogu
13.02.2003

President Arnold Rüütel this morning sent the Chairman of the Riigikogu, Toomas Savi, a letter proposing to convene an extraordinary session of the Riigikogu on February 25.

The Head of State would like a draft resolution on the appointment of Mihkel Oviir to the office of Auditor General to appear on the agenda of the session. According to the President's proposal, this sitting should begin after the session convened for 10.00 am on 25 February would be closed.

Explaining the need for an extraordinary session, the President pointed out the reasons set out by him already on February 03 when he nominated the candidate for Auditor General. The Head of State then in his statement had indicated that this post, so important to the state, had actually been vacant for half a year and the continuation of a situation like this would work to disadvantage of the Estonian state and its image.

The President today, too, emphasized that it was hard to find justifications for the position, as if the Auditor General could just as well be appointed by the next Riigikogu. "The public would see in a delay like this interests of day-to-day politics connected with electioneering," the President noted and, once again, voiced hope that the 9th Riigikogu on 25 February would, in the interests of the continuity of the Estonian state, be capable of making a statesmanlike decision.
